Introduction

European Music Office
The European Music Office is an international non-profit association bringing together international and national professional organisations, associations and federations from the music sector within Europe. It represents through its members and associates more than 600,000 people from all music genres and sectors (authors, composers, performers, publishers, producers, managers; those involved in live music, education and training, etc.), thus representing nearly all the European music professionals. It is, along with its members and other trade organisations and national institutions, an association that promotes the diversity and represents the interests of European music at European level and worldwide.

EMO represents the entire European music sector and pursues an aim of general European interest in the field of music. The activities carried out by EMO in Europe favour the realisation of the European Union’s objectives in the field of culture: EMO aims at facilitating the circulation of works, artists and productions, fostering exchanges, co-operation and the mobility of the music professionals, easing public access to new artists and cultures from all over Europe, and encouraging the development of professional organisations in the European music sector.

EMO’s main objective consists in the conception and implementation by the European Union and its member states of a coordinated music policy – a specific and necessary support to the European music sector in order to realise the EU objectives in this field.

European Music Platform
With the European Music Platform, EMO also manages European projects co-financed by the EU in the fields of exchange of information, support to live music, and international development of European music professionals.


International development

1. Pre-development of a US Office
This project started in December 2003 and has already achieved promising results. The New York office has produced a US export handbook with a list of contacts of American music professionals which is constantly updated. The US office also runs activities of assistance and consulting to European professionals, notably in terms of promotion, distribution and monitoring on the US music market. The US office also organises the presence of European artists and professionals to American music events. Through its activities, the US office facilitates the access to the American market for European professionals.

2. Feasibility study for an office in China
Anticipating the emergence of the Chinese market, the European Music Platform decided to set up a feasibility study for an office in China. A market study has been made, and a Platform mission to China was organised in November 2005. During this mission many meetings and exchanges were organised with Chinese officials and music professionals. It appears that the creation of a European office is feasible and desirable. A business plan is currently being written on possible European actions in China in the near future. EMO regularly publishes newsletters on the Chinese music market.

3. EMO Export Handbooks
Six export handbooks were compiled in 2005 (France, U.K, Germany, Japan, Brazil, USA), and four new export handbooks will be available soon (Austria, Spain, Scandinavia, Russia). These export handbooks contain music market studies and lists of contacts in these countries for the music industry. All new and old Export Handbooks will be made available on-line through the EMO Website soon.


Creation of Music

4. Composers’ project
There are two projects that are currently studied. The first project is presented by the Nordic Composers Council and aims at facilitating European cooperation between ensembles, composers and conductors in the field of contemporary classical music. The second project aims at creating workshops for European composers and song writers. These projects are being discussed by the Platform in order to make new proposals for projects in the framework of the new Culture 2007-2013 programme.



Support to live music

5. European Tour Support (ETS)
The ETS programme was launched in order to incite and support European tours for European artists with the aim to develop the promotion and circulation of repertoires, artists and works in the EU. Tour support is awarded to projects presenting artists’ tours in Europe, according to defined criteria (at least 8 concerts in 4 European countries, and other criteria. The financial support granted by the European Music Platform is up to €12,000 maximum, which generally represents 10-20% of the total costs of a tour.

6. European Talent Exchange Programme (ETEP)
The ETEP programme helps artists to perform live at European festivals. ETEP artists are selected at the Noorderslag Eurosonic weekend in Groningen, NL. They also benefit from radio coverage by EBU radios all over Europe. In 2005, 41 festivals, with 89 concerts by 39 acts from 14 countries participated to ETEP.



European Border Breaker Awards

During the Midem fair in Cannes, France, the European Border Breaker Awards ceremony rewards young European artists whose first album sold best out of their country of origin. This ceremony is organised by the European Commission together with EMO and MTV, with partners BillBoard, Sacem, German Sounds, Gesac, Impala, ICMP/CIEM.


Future actions

EMO is very active in the field of lobbying to the European institutions and national governments in the framework of the new EU Culture programme 2007-2013, notably in order to obtain measures favourable to the culture industries and programmes supporting their projects.
EMO asks the EU and its member states to continue and develop the current projects, but also to expand them to new partnerships with the media sector. EMO also asks for the creation of a European programme specific to music for the music professionals and the artists in the name of European integration.

The Platform will make new proposals for new projects in 2007, also in order to develop exchanges and cooperation with third countries like Brazil, Canada, in Latin America, Asia and Africa.

EMO will also develop the concept of EBBA ambassadorship in Europe with MTV, in order to develop this event into a genuine programme supporting young artists who successfully cross national, linguistic and cultural borders.

Culture Unit - Directorate-General Education and Culture

The Conamus Foundation (NL) was founded to assist in furthering the work of Dutch music creators, to promote Dutch-penned material and to encourage the performance of Dutch popular music in Holland and abroad. Conamus is a non-profit subsidiary of the Buma author's rights organization and maintains close contacts with all relevant parties in the Dutch music branch.

Mission

EMO's mission is to promote the interests of the music sector at the European Union level. Its main objective is the conception and implementation by the European Union of a music policy - a specific and necessary support to the European music industry.

Our main activity concerns lobbying at EU level, which implies regular meetings both with EU representatives and music professionals. Valid and updated information on issues related to the music sector is provided to the EU.
